The ONC Cures Act aims at making healthcare data more computable and giving patients more control of their medical record. Healthcare providers are required to update their Condition of Certification for the following measures.

Providers must agree to not take any action that constitutes information blocking or inhibiting access. Certain exceptions have been allowed.

Standardized API for Patient and Population Services $ 170.315(g)(10)

Providers must implement or upgrade their Healthcare IT application to be certified with this measure. This measure requires the use of HL7 FHIR R4 APIs and the SMART specification to be implemented to provide patients with access to their health information.

Adoption to the USCDI for $ 170.315 (b)(1), (b)(2), (e)(1), (f)(5), (g)(6), (g)(9), and (g)(10)
Providers must implement all healthcare data exchange to comply with the U.S. Core Data for Interoperability (USCDI) standard instead of the Common Clinical Data Set.

Providers must implement or upgrade their Healthcare IT applications to be certified with this measure, which requires the ability to export EHI stored in certified systems to support patient EHI request. This also requires supporting health providers that need to export an entire patient population to transition to another health system.
CMS Interoperability & Patient Access Rule (CMS 9115-F)
The CMS Interoperability and Patient Access Final Rule enables patients’ access to their health care record via any app of their choice implemented via API based interoperability between their provider’s electronic record and their smartphone or other modern software apps.

Admission, Discharge, and Transfer event notifications

This requires hospitals to send electronic patient event notifications of a patient’s admission, discharge, and/or transfer to another healthcare facility or to another community provider or practitioner.
